Mexican Authorities now patroling on Staten Island?

Apparently, crimes against Hispanics are becoming a big problem on Staten Island.

Five men attacked the 40-year-old Mexican man Friday night as he was walking home after a soccer game at Faber Park, cop said. The attackers allegedly pummeled him while yelling anti-Mexican epithets. The man suffered head trauma, a fractured jaw and needed ten stitches above his eye, officials said.

This is at least the sixth violent, ethnically-charged incident that has taken place in the neighborhood since April, and community leaders are urging residents to remain alert.

That's terrible and I hope they catch these guys, but I'm wondering: what authority do the Mexican Officials have in New York?
According to the Advance, this latest incident has promoted the Mexican Consulate to post personnel in Staten Island until further notice. This move is an effort to safeguard the rights of individuals and effectively assist and provide information to the Mexican residents of this area.
Do we get the same latitude when our citizens are attacked or kidnapped and killed while visiting Mexico? Have they been trained in American laws and our legal system? I'm not sure I like officials from other countries coming here and meddling in our legal process.

What is perhaps most disturbing is this thought that Mexican Officials need to be on Staten Island to "safeguard the rights of individuals". I'm not sure what rights they are safeguarding as opposed to those protected by our own police. Violent crimes go unsolved everyday in this country. Why are the Hispanics in New York getting their own special protection?
